The winner of Play-off B (Bosnia and Herzegovina, Ukraine, Israel or Iceland) will go to Group E and the winner of Play-off C (Georgia, Luxembourg, Greece or Kazakhstan) will go to Group F.

GROUP B: Spain, Croatia, Italy, Albania
GROUP C: Slovenia, Denmark, Serbia, England
GROUP D: Playoff winner A, Netherlands, Austria, France
GROUP E: Belgium, Slovakia, Romania, Playoff winner B
