Semi-automatic offside, which is already used in UEFA competitions, will be delayed in the Premier League and will not come into operation until 2025.
The system, which reduces the waiting time to know whether a player is offside or not, was due to be introduced after one of the next two international breaks in October and November.
However, at a meeting between league representatives in London on Thursday, clubs were informed that trials of the technology are not yet complete and that it may not be in place until at least the beginning of 2025.
Premier League clubs voted unanimously in favour of the introduction of the system in April this year.
The technology was first used at the 2022 World Cup in Qatar and then moved to UEFA competitions such as the Champions League, Europa League and Conference League, as well as the last European Championship won by Spain.
